美国高等教育公平问题的历史透析

摘要：在世界范围内，美国最早实现了普及高等教育目标。然而，高等教育中的不公平问题却日益凸显。本文从历史的角度考察了美国高等教育中存在的不公平问题及其形成的原因，分析了美国争取为实行教育公平所采取的路径，最后得出结论:美国高等教育中的不公平问题是美国国家目标及教育政策历史地形成的，解决这一问题需要一个长期的过程。

总结：1. 战后联邦政府采取了多种措施改革高等教育，使高等教育机会得到了极大改善：

（1）颁布《士兵权力法案》，扩大教育机会；

（2）颁布“民权法案”，实行“教育补偿”；

（3）制定“全国教育标准”，兼顾“平等”与“优异”。

2.从本质上说，教育机会的不公平实质是美国不平等的社会制度和政策造成的。只要占统治地位的白人不能从心理上消除对于少数民族和女性的偏见，美国就不可能制定真正有利于所有民族机会平等的政策。在美国，争取高等教育公平

的路仍然十分漫长。

A Historical View of the Equality Issue in American Higher Education

Abstract: America is one of the most advanced countries to popularize higher education in the whole world, but an inequality problem is becoming more and more conspicuous in its higher education. This article investigates the inequality problem in American higher education and its formation from a historical perspective,   analyzing the approaches that are adopted for the realization of education equality in America, and it reaches a conclusion: the inequality problem in American higher education is historically formed by American state purpose and education policies, it will take a long time to solve this problem.
