美国补偿教育计划对我国基础教育机会公平的启示

摘 要：在黑人的社会运动推动下，为了帮助低阶层家庭儿童获得平等的受教育权利，美国联邦政府制定了一系列补偿教育计划，无疑对美国的教育乃至社会产生了深刻影响。美国的补偿教育计划对我国实现基础教育机会公平三部曲——就学机会公平、就读优质学校机会公平和教育过程参与机会公平有很大的启示意义。

总结：1. 补偿教育是指提供修改的或附加的教育计划和服务，使残疾儿童恢复正常生活，扩大那些因处于不利地位而丧失接受良好教育的权利的人和学校中的失败者的教育机会。

2. 补偿教育计划的措施主要有：

（1）黑人儿童补偿计划；

（2）更高视野计划；

（3）免费午餐计划；

（4）双语教育计划；

（5）残疾儿童补偿计划。

3. 学校也有责任探索各种有效方式，为每个公民提供充分参与教育过程的

公平机会。这引起我们对基础教育机会公平的反思：

（1）就学机会公平；

（2）就学优质学校机会公平；

（3）教育过程参与机会公平。

4. 众所周知，美国是西方发达的资本主义国家，其国情是与我们国家不相同的。所以，在借鉴美国的补偿教育计划的时候我们需要运用批判的眼光去吸取其精华，剔除其糟粕。把其优秀思想结合到我们的本土实际，实现和扩大基础教育机会公平三部曲，关心西部教育，关心农村教育，关心女童教育，关心留守儿童教育，关心社会处境不利的群体。

An Apocalypse of American Education Compensation Plan to Chinese Fundamental Education Opportunity Equality

Abstract: Under the push of the black people’s social movements and for the sake of helping the children in lower class families acquire equal education right，the American federal government draws up a series of education compensation plan，which has undoubtedly produced great influence for American education and society. American education compensation plan brings great apocalyptic meaning for Chinese trilogy to realize the fundamental education opportunity equality，namely，equality of the opportunity to go to school，equality of the opportunity to go to excellent schools and equality of the opportunity to take part in the educational process.
