学校领导在欧洲

摘要:作为一名校长或者一名从事开发校长培训课程的理论工作者，是否了解本国以及世界各国关于校长工作条件、角色以及校长影响力的情况，至关重要。本文主要论述:欧洲在这个领域的最新发展;欧盟目标，即在拥有49个成员国和更多语种的欧盟，发展一个欧洲学校系统和一个欧洲学校领导模式;国家层面上的校长协会和欧洲层面上的欧洲中小学校长联合会的创建;欧洲中小学校长联合会在把学校领导的利益植入欧洲一体化进程中的地位及其项目;以及教育领导的道德维度。

总结：1、欧洲中小学校长联合会是一个面向欧洲校长的专业组织，其成员是各个国家小学、中学和职业学校等各个类型的校长组织。欧洲中小学校长联合会是成员交流经验、愿景与观点以及获得新理念的国际联盟。

2、里斯本会议以来，欧盟理事会和欧洲议会提出“终身学习，关键资质，流动性，平等和效率”的目标。校长要重视如下几点:

（1）语言胜任力(母语和外语)是一个重要而基本的条件，以便参与学习并实现欧洲范围社会流动和区域流动。

（2）应当设置优先权。

（3）在后续教育领域，为了消除不平等而寻找新的路径。

（4）在教育的所有层面，都要考虑到欧洲维度，以便实现繁荣、和平和民主的欧洲。

（5）在任何年龄段都要学习如何做一个欧洲人。

3、由欧洲中小学校长联合会组织的重要项目有: 欧洲学校领导网络组织((ESLN)项目以及“国际中学生评估项目”(PIS助和“改进校长工作，提高学生成绩”项目((LISA)。

4、校长与学校需要信任，必须信任教师和校长。不应对他们有任何歧视，也应避免在公众面前贬低他们的工作。

School Leadership in Europe

Abstract: As a school leader or researcher involved in developing school heads training programs，it  is important to know about the working conditions and the role and influence of school principals not only in his or her own country but also in other countries around the world. This article presents the latest development of European research in this field, the aims of European Union to develop a European school system and a model for European school leadership in a continent with 49 countries and even more languages ,the foundation of national school heads associations and the European umbrella organization ESHA(European School Heads Association),the positions and projects of ESHA to implement the school heads' interests in the European integration process, and the moral dimension of educational leadership.
